Overview of the Aids and Equipment Program (A&EP)

The Aids and Equipment Program (A&EP) is a government-funded initiative by the Department of Health and Human Services. Its primary objective is to offer financial assistance towards the procurement of Assistive Technology (AT) items for individuals with permanent or long-term disabilities, as well as those who are frail aged.

Assistive Technology (AT) Items Covered

The A&EP assists in funding various AT items and modifications, including but not limited to:

– Bathing, showering, and toileting aids
– Beds, mattresses, and bed accessories
– Electronic voice aids
– Environmental control units
– Home modifications
– Orthoses and custom footwear
– Pressure care aids
– Specialized seating
– Transfer aids
– Walking and standing aids
– Wheelchairs and scooters (including customization)

Cost and Eligibility

Subsidies provided by the A&EP have maximum levels for each category of AT item. If the subsidy doesn’t cover the full cost, individuals or third parties are responsible for covering the remaining expenses. Eligibility criteria include being a permanent Victorian resident, having a long-term disability or being frail aged, not receiving other government funding for AT items, and not being an in-patient of a hospital or care facility.

Application Process

To apply for the program, individuals must undergo assessment by a registered AT Practitioner affiliated with the Statewide Equipment Program (SWEP). The AT Practitioner completes an application form based on the individual’s needs and sources a quote from a supplier for the required AT item(s).

After Submission

Upon submission, SWEP processes and triages the application. Applicants receive notification of their application status within two weeks. Further documentation may be required, and applicants may need to complete a gap funding form if the subsidy doesn’t cover the full cost. Once funding is available, SWEP proceeds with ordering the AT item.

Maintenance and Responsibilities

SWEP provides repair services for AT items through a dedicated phone line. Individuals accepting AT items from SWEP agree to maintain them in good condition, for personal use only, and refrain from lending, modifying, or inappropriate use.

Ownership

SWEP retains ownership of AT items until it has contributed more than 50% towards their cost, enabling potential reissuance for others in need.
